
The Independent Long-Term Care Councils Association of BC (ILTCCABC) held their Annual General Meeting.
The Independent Long-Term Care Councils Association of BC (ILTCCABC) promotes resident and family councils in long-term care homes across BC, supports its five (5) member Regional Associations of Family Councils, and advances the collective voice to the Ministry of Health.
Since April 2023, our hard-working volunteers have enabled the creation of over 62 new independent family councils (excluding those we helped to revitalize), bringing the total to 102 established councils, with an additional 110 councils in connection or in progress.
ILTCCABC is pleased to report a productive and impactful 2023/24 fiscal year without funding, thanks to the solid financial stewardship of our Board.
Fortunately, in April 2025, ILTCCABC received $300,000 in project funding from the BC government to promote, educate, and support long-term care home council building and enhance the voice of long-term care (LTC) residents, their families, and representatives.
Our 2024/2025 successes include:
- Building on the involvement and inclusion of our five-member regional associations of family councils to guide our Board to meet regional needs.
- Connecting our health authority, regional seniors’ community advocates, seniors’ resource organizations and numerous long-term care homes. Promoting awareness of who we are and what we do has been a top priority.
- Unpacking the two systemic issues reports, submitted to the Ministry of Health, to drill into conversations about specific and actionable improvements to long-term care.
- Contributing to health authority focus groups, RRFCN meetings and taking part in the Long-Term Care Quality Framework Policy Directive, where resident and family councils now have a place under the dimension of “quality of life”.
- Assisting families on how to navigate the long-term care system, often referring them to the relevant legislation, health authority resources and provincial offices.
- Becoming a member of BCCPA and building relationships with other stakeholders in long-term care.
ILTCCABC works collaboratively with the Ministry of Health, Health Authorities, and long-term care operators to provide educational resources, support council formation, and strengthen partnerships. This effort is part of the organization’s mission to ensure residents and their families have a strong voice in shaping BC’s long-term care system.
ILTCCABC extends enormous gratitude to the resolute regional volunteers and family members who tirelessly support the growth and success of councils. Their efforts are crucial in advocating for the needs and rights of all long-term care residents in BC.
ILTCCABC remains committed to its goal of establishing independent family and resident councils in all long-term care homes in BC.

ILTCCABC took a moment to thank those who cleared our path and who still support us by way of mentorship:
Nola Galloway, our 2023/2024 President, who led us through our first AGM and was instrumental in the Provincial Association of Family Council’s success for several years, even before we became a registered society.
Kim Slater, our founding “Father” from Vancouver Island, formed the initial steering committee, which became Family Councils of BC (before ILTCCABC).
